Where would a person go to buy unopened rolls of all the state issued quarters? Thanks.

ebay is always an option. You will probably pay more and you can't look/touch before you buy, but you will find what you're looking for. Also your LCS, as mcshilling mentioned above, and coin shows.

There is different type rolls. Bank rolls and mint rolls. To me the mint rolls are the best. I see a lot of them on ebay, sometime I see them still in the white mint boxes. The mint sold them in P and D roll sets. They came in a white box, the size is big enough to hold four rolls. You will have to do some searching on ebay to come up with a average price. Greysheet does have some rolls with more of a premium. Georgia and Illinois come to mind.

Most mint rolls are still around issue price ($30-40 for the PD roll set). There are a couple outlier states but only a couple. These rolls will not gain any significant value for several generations if then. If you want a set to look at, it's more cost effective to just buy a set that's already assembled and in an album and move on down the road.
Happy collecting

Some folks enjoy overpaying for common coins.

If you want to be absolutely sure the rolls are "solid" State Quarter rolls (all the same state, and mint) then you need to buy the rolls that were sold by the mint. Bank wrapped rolls could have anything in them (including circulated coins) and you wouldn't know unless you opened them. Something you aren't likely to be allowed to do util after you have purchased them. And if you do open them to check you no longer have unopened rolls. If you go with the rolls the Mint sold you should know they didn't begin selling roll sets until VA in 2000. (They did sell $25 bags of the earlier issues.)

I just went to my bank when the Wa State Quarters came out and I got 3 rolls BU with Wa state printed on the roll. Since I live in Wa state. Denver models. Also 3 George Washington gold dollars. I was going to open them looking for missing edge emblems, but haven't done it yet. They were marked with his name also printed on the roll. Hoping they get to be worth more than the face value I paid. They have each on the roll ends but I haven't opened them to check if they had other yrs
