If I have a coin minted at the Serdica mint in the year 280, where is it from? Can I argue that since Serdica in in Thrace, the coin is "from" Thrace. Or would I argue that the coin was minted at a Roman mint and is therefor "from" Rome.

If memory serves the Serdica mint stopped issuing Provincial coinage with Gallienus so I assume the coin is an imperial issue. So the answer depends on how expansive you want to be. "A roman imperial issued minted at Serdicia" is probably the best. Thrace doesn't really come into it, unless you are describing a historical entity where Serdicia happened to be located
