It's a lamination error mixed with some post mint damage

Looks like damage to me but don't spend it just yet, let some others respond first(I could be wrong)

It appears to be a struck-thru, giving the impression of a lamination. Whatever it was, it was very hard, to leave the impression seen. Like a piece of a broken die. Just a guess. The rim does seem to be quite symetrical.

Post mint, Cud, lamination, strike thru vise job. There, I think that about covers it.

It's a lamination peel that was struck through during the coin's strike. The lamination happens at the time the planchet is being made - it can peel up before strike, then the strike mashes it back down into the coin. I have no clue of value, but they are scarce to say the least.
