The only thing that concerns me is that area above the "L" on the cap - flan flaw, gouge, or what? I'd like to see a closeup of that area.
That said, it certainly looks uncirculated to me. Whether it'd grade at mid or low MS would depend on the nature of the aforementioned irregularity.
The fields look as if they may have some mirror aspect to them, so very likely an early die state. I've seen specimens with similar contrast between the devices and the fields come back from NGC with a "PL" designation. Certainly a superior strike for a First Republic era piece.
The "7" appears to have been punched a bit high, which may make it an identifiable sub-variety (sort of a Mexican VAM).
