Per the link supplied by Atlas642 on the last page, it looks like this bill became law on 12/4. In addition to specifying that the 2016 proof and uncirculated silver eagles are to be made with "a smooth edge incused with a designation that notes the 30th anniversary of the first issue of [these] coins", this law also changes Title 31, US Code Section 5112 by striking "90 percent silver and 10 percent copper" and inserting "not less than 90 percent silver" in a couple places. I guess this gives the mint the option of making the silver proof sets out of .9999 silver in addition to 90% silver.

 I only have one silver hole in the albums. If they opt to do two versions I will stick with the 90%.  However, I doubt they will do both. The whole point of using 99.99% is to save money.

I guess it's pick your poison. But I'd rather them be 99.9%.  @jbuck - we already have various missing holes in our albums (For-cirulation S ATBs, etc.)... what's another few?

I wonder how hard it would be for Dansco and the other album manufacturers to offer custom pages.... probably been discussed somewhere on here before but that would be nice.
One would order from the existing menu of pages (hole sizes) but be able to customize the page title and printing on each hole... offer modifiable templates and let the user community upload templates, etc.
I think people would be willing to pay a premium to cover the extra costs associated. Myself definitely included.
