makes me wonder if they were disturbed by the police before they could finish them off or maybe they were just not good enough, so discarded

Wow, that mold is hammered. The parting line damage is beyond anything I've ever seen.

Just curious, is this casting plated?

They may have remained as they are as the forger had no way of cutting the "coins" lose from that mess.

Very cool display item. I'd have bid on it!

it does seem to have a very thin coating as it looks to have not taken in some spots - maybe it was just CAST aside (groan)
