Bremen 2000000 Marks Banknote Aug 1923?

I know most of the German banknotes during the Weimar Republic and Third Reich have water mark but I can find it on this note. The background, scripts and design of this note looks quite blurred. I even cannot see the date clearly.

Is it not a genuine note? Any comments on this note are welcome.

I am no help but I can add that the statue of Roland on the back is a real and breathtaking thing that I have been privileged to see in person and it is a wonderful thing to observe! The large statue is meant to guard the city and as erected in 1404.https://en.m.wikipedia.org/wiki/Bremen_Roland

But I have many high denomination German banknotes in 1922 and 1923, nearly all of them have watermark as a security measure except this one.

Other low denomination such as 10-75 pfennig used thick paper with colorful printing, they don't have water marks.

I query was this note made deliberately without water mark to reduce the cost of production.

Yes. This is not an official German government note; it is a piece of "notgeld", issued by the city authorities in Bremen. It was printed by a small private book printery, whose name appears on the back at the bottom: Carl Schunemann Bremen.

Notgeld notes which were actually intended to be used as emergency money rarely have any kind of security features. They needed to be printed cheaply and quickly. Some notgeld notes were produced specifically for sale to collectors: these are often colourful and well-drawn, but also lack the typical security features often found on banknotes because counterfeiting was not a major concern.
