Have they updated the design recently? I can't find other examples online of this style. Just one of what looks like a much older one. Possibly New Design or Bad Counterfeit?

It looks like the one you have is a new 2015 issue. I found the following upon further research.

I was making a joke (term used very loosely here) / reference to the Eddie Murphy movie "Coming to America" from the late 1980's. James Earl Jones' character wore an outfit similar to the ones on the notes above.
