Looks like PMD to me. Maybe it was run over by a few cars? The edge looks pretty beat up, I don't think that happened at the mint.

I disagree with it being run over. All the imperfections are raised, not gouged into it. I can't rule out heat but there is no blackening to indicate fire like I've seen in person. The rim is of correct width and is t destroyed like the rest.
