Photos are pretty fuzzy but I think it is Mechanical Doubling.

It doesn't look like a match to me. Here is a side by side of a normal coin and the 1995D-1DO-003

Note the extra thickness of the spread on this die?

Also the date and mint mark are affected:
1995-D-Lincoln-Cent-DDO-Or-MD?
The doubling on the doubled die is passes down exactly the same on each coin. (Die wear can alter outside edges of hub doubling) But if you coin doesn't look like that on every device, then it is not from that die.
