I can't find this variety listed, so I was wondering is this an actual RPM or just hub doubling?

Machine Doubling. Look at the letters next to the mint mark. The image is pushed the same direction. So it couldn't be a RPM as the mint mark would be located in a direction NE/SE/SW/SE. It would be noted as part or whole of the punch as they are done by hand.
So I would say Machine Doubling. Happens a lot on coins.

It's Machine Doubling because it's flat. What helps prove that is the same doubling on the ribbon to the left of the mintmark. Mintmarks were added by hand after the design was hubbed into the die, so the chances that the same doubling would be on both are extremely small.

Thank you coop & coppercoin for your very helpful definitions. I see this same effect alot on Indian Head cent obverse letters also and always wondered what type of doubling it was. Would this type of doubling be detrimental to the value of the coin ?
