Here's some interesting insight as to why the mint would go to .999 Ag even though it's not required by law, as stated above a few times.

I hope they wait until 2017. I do not want there to be two silver proof set types this coming year (2016).

The limited edition is not a type, but a packaging choice. I was thinking having a 90% type and a 99.9% type. In other words, it would mean needing two silver proof holes for 2016 in the Dansco albums, which of course will never be updated.

Then there is the question, "How do you tell them apart once they leave the OGP?"

I can't imagine them changing gears halfway through production of the 2016 Ag coins, but you never know.

I agree. They have waited this long. Certainly they can wait on more year to make the change on the proof set coins.

Finally, something that makes sense with coinage (although it is NCLT). More silver and less cost! I wonder if some collectors will use this as an opportunity to stop a series since there is a composition change? Possible commemorative dollar or silver proof set collectors.
