Die wear as evidenced by the visible lines radiating toward the outer rim of the coin. They are not polish lines just in case the thought occurs to someone.

The D shows classic Machine Doubling and is not a repunched mintmark. This is a fairly typical looking 1983 D Kennedy

I agree, typical die wear on both the half dollar and the 1939S cent.
