It is just damage, the patina is lighter than that of the rest of the coin.

Are you thinking a die scratch? If that was the case, the highlighted area on the coin itself would be raised. This looks incuse, as in a scratch on the coin itself, ergo PMD. IMHO.

ill try to get a better pic the scope didnt focus very well I'm sure its probably just PMD but its raised thats what makes me wonder

If it is a raised line, you should be able to tell by drawing your fingertip across it carefully.

Don't try cleaning this one. The surface will flake off and the coin will look pink and very weak because of the loss of surface. Leave it as it is.

It is raised because metal was displaced from the gouge, forming a trough.
