Can not tell from your pics they are too small, when I blow them up you go fuzzy.

This looks like damage from a coin role sorter.
Are the letters fully formed in the scratches, or are they damaged?

Here is the Free Image Optimizer. The coin would be larger if you eliminate the blank space. The last image looks like the markings usually left my coin rolling machines.

I do think the letters are fully formed beneath the scratch. Maybe it is from a coin sorter. I've never seen one, so I wouldn't know.

Never seen a sorter that bad, but looks like some kind PMD from a circular instrument. If it was struck through something you would like see something like this penny.
