If they were a FILLED die, there would be nothing present on that area. It is a die chip as others have mentioned. The die has lost some metal in this area during the chipping of the die, so now it leaves that area raised where the new void is on the die. As mentioned these are very common on the 50's wheat cents because of die over use past normal retirement.
