1921 Morgan .... Error? Collar Coin? What?

I've moved this to here as I got NO response at all over in classic errors. I'm thinking it should be here instead.

So I've come across this 21 Morgan. It has hints of planchet surface left on one edge, and on the obverse, "doubled denticles and stars". The reading expends up to the coin's edge as well where the planchet surface remains or so that's what it looks like to me. Anyone seen such as this on a 21 before?

I'm no expert however, I think it is a slight misaligned die or MAD for short. It may take some time for the knowledgeable error members to chime in on this.

My first thought was counting wheel damage to the rim, as the striations are curved along the rim and effects OBV and REV in the same area of the coin.

Hmm... I am just trying to imagine how this would happen during the minting process... die filing of areas tend to add metal to that area, but this area shown on your coin appears to be worn to some degree. Coin does appear to have a very slightly off center strike, but that would not account for the arcs along the rim on each side of the coin in that area. I am at a loss if it is not from a counting wheel. I tried.

Been pondering upon Ejection type damage, but does not make sense. I am very curious what might have occurred at the mint to produce this. I hope someone here has seen this or has a better understanding of errors. I think I can say with certainty that it is not in the die ha.

I am leaning to PMD or some type of filling. At
First look I was thinking slight tilted out of collar
Strike, but the reeding looks right
