I would say it is but I just found a cent with an xtra number in the date 19891 which I'm quite sure is an error. Will post pictures of it shortly (hopefully).

The missing number is most likely because of a grease-filled die.

It's not rare -- but it's not the way the mint wanted it to be!

It is also possible that the number was filed off. People do weird stuff to coins. I don't see file marks in the photo so you should check for that under a nice bright light.

First I have seen like that. Is it a Wheat cent? Post a picture of the back and maybe that will help in the identification process.

Looks like a 1943 steel cent. Filled dies happen with some frequency, so not rare. Check this link out: http://www.lincolncentsonline.com/filleddie.html

I found a few of them in the last couple of days and is been on the 1943 steel cents and all of them messing the # 4.
