This dime is in with a batch or error coins I inherited. The holder says "a new high in a nation's low"? I have no idea if that is just my relative's opinion or is supposed ot mean something regarding a potential mint error? The dime looks a it off center to me, but I am pretty new at this.

Looks like a small amount of struck through error (grease) on both sides. The "Nations Low" may refer to the switch from silver to cladded coins in 1965. (Halves were 40% silver from 1965-1970)
