Looks like part of the surface is peeling. Possible outdoor find and painted?

Now that you mention it, that's exactly what it looks like. I found it in a roll. If it was painted, I guess it needed it because it's black underneath. They should have used primer. lol

Actually think some kind of harsh chemical might have splashed on it causing the dark spots .

Yup you're right again coop. It's silver colored under the black tarnish. I guess someone had time on his hands.

I had a War Nickel T-BOP, Jefferson looked like he had smallpox. It was in my date collection . Bothered me so bad I actually traded it at the LCS.

This is one beautiful lady I found metal-detecting a while back. She's a nice date, the ground doesn't tarnish silver.
