I like it and would call it VG-8. The light color does suggest some kind of cleaning but I'm not seeing obvious hairlines or other abrasive cleaning evidence. Might just grade OK although the value probably does not justify investment of a grading fee.
I like to put a few coins like this in my circulated silver half dollar stash, just to spice up the mix of generic Walkers, Franklins, and 1964 Kennedys!
