Just got this 1982, and I was like oh no there's a hair inside the plastic. But, there's plating over it. huh? What's-With-The-Surface-Of-This-PL-Penny?

There is no plating on 1982 cents.
They are solid bronze.
"Dipping" is not considered cleaning...

Thank you DBM, I had always gone on the assumption that Canadian pennies switched to copper plated zinc in 1982 like they did in the USA. Thank you for clearing that up for me. I guess this is literally just a dirty planchet then, struck over some piece of hair, because that's sure what it looks like to me. Gross!

If that looks like a hair has been "plated over" yet there is no hair protruding, it could be a crack in the obverse die. A crack in the die will leave a raised hairline along the surface of the coin.
