wouldn't a railroad raise at the edge and recessed in the center?
I think your coin used to be in a holder and one edge was ground to fit inside

Fuzzy317, note the rounded edge (outside the collar), which is how the rim on Type II planchets looks like prior to the strike. That would be very hard to re-create on a coin struck fully in collar, then ground down after the strike.
