Does anyone know historically does the silver spot price affect the price of silver/junk silver coin prices ? If for example silver goes to $50 an ounce, does the value of my junk silver coin go up to that much as well ? Or it's capped to its numismatic value ?

Junk silver is called junk since it has almost no numismatic value. It just follows the silver spot price.

Silver coins are always worth at least their metal value. Numismatic value is defined as how much above a coin's melt value a collector would pay.

Historically has anyone seen normal (not junk) silver coin prices surpassing their numismatic value solely based on their silver content ?

I would think some common bullion rounds could have no numismatic value at all, but could still trade at a small premium above their silver value.

Similar for those who collect rarer silver bars.

Let me answer the question this way. When silver was $30/oz, I was buying AU Columbian and Washington/Carver commemorative halves for melt or near melt.

I have had a tough time finding junk silver near spot. At my LCS, I have picked up walking liberties for about $13 per dollar. I haven't found as good of deal online.

My guess is they will always hold a small premium (walkers, barbers, and mercs)
