I'll say EF-40. Obverse looks like it has some foreign substance on it possibly glue. Might want to soak it in Acetone to see if that comes off.

I also think it would grade at EF-40.

Thanks again guys.
Being new to the vintage Coin World I have never used acetone(thought it was frowned upon) on a coin. Could trying this possibly make it grade out a little higher? Would I have to label to coin as "cleaned" afterwards?

Acetone is usually fine - won't damage the metal - just be sure to buy the pure stuff; don't use nail polish remover! And never rub the coin just soak.
