Looks like glue residue from 2 coins being stuck together.
An acetone soak will remove this "error"

I like it just the way it is and wouldn't do anything. Even if it's not an error you probably won't come across it again (unless one of you experimenters out there take up a weekend project).

Glue residue isn't an error of course, but this is a good example of what happens when Two Cents are glued together and are later separated. You might want to keep it with that explanation so you always have your own example.
