So I'm gonna post some pictures, the normal 20c on the scale that weighs 12grams, whereas the second picture of the no normal coin weighs 11grams.

The commemorative coin is 2005 Coming Home 20c piece, and is a tad smaller than the normal 20c piece.

Please discuss if this is purposeful or if this is an error and if so how much is this coin worth current state and how much if clean?

Can't really give an opinion without images, but whatever you do, don't clean it.
