No idea what to make of this. When I took a few photos of it with my Note 5 I started to like it even more. when I get nice and close looks like toning in reverse.

Not an error. Looks like environmental damage.

When a coin is left outside in the elements the coin can react or get stained by its contact with soil and water.

The color is called toning. As has been mentioned, this takes place through oxidation with the metal on the surface of the coin and the elements it is in contact with.

In this case the coin toned, and then was put back in circulation. When the toning wore off on the high points, it made it look light colored on the highest details and the backgrounds, the field, still showed the toning.

This is sometimes called circulation cameo.

Wrong color to be called toning. They tend to be blues, purple or dark reds. This color is from exposure to outside elements. Toning is often caused by storing surroundings (albums, rolls, bags) or turning yellow from sulfur in the air. This is a more natural color of earth. When a coin turns dark and you carry it for a time in your pocket with other change, the highest spots on coin can turn back into the natural color of the planchet. I often call this antiquing.
