Is he implying that 1777 is the year the coins were minted? And his description doesn't make any sense

Sounds like a roll happened to end in some kind of fantasy token a completely normal recent ATB Quarter with a weird design (apparently I don't follow US coin news enough), which the seller apparently took for an error quarter.
I have no idea whether the seller actually believes this roll's end coin to be an error quarter, or is just trying to dupe potential buyers. Either wouldn't be too unlikely.

EDIT: Oh, it's just that the seller believes (or wants the buyers to believe) that this quarter type will mostly be melted down due to British protests. Which makes sense, and might well turn out to be true, but even then it's unlikely they will ever become quite as valuable as the auction's starting price would indicate.
Definitely one for my collection though (I don't normally collect ATB Quarters, but this design is just too silly).

If the seller is dreaming, why not go ahead and ask for $1777. It would seem appropriate.

No, I don't think he's claiming a 1777 mintage date. He sees some kind of error - God knows what - and thinks he's stumbled onto one of those "internet fortune things" he's heard about.... I agree with January that he's trying to hype this up as a controversy, implying the British are going to be offended and will try to remove them from circulation. Seller's time would be better spent learning how to construct a sentence.
