Small die crack on the 1999. The 1998 looks like a die gouge. Note how it flows behind the device? Neither a big thing. Just events that happen to a die during its possible 1,000,000 strikes. When a die crack runs across the full coin that most collectors get interested. New collectors find them interesting, but after you've seen hundreds of them, it just becomes another way to see the die aging process.
