Maybe a test strike, or pressure adjustment before full production, these were during the RCM strike and management was running the presses.

Not with a full strike on the collar die... this is a coin with a struck through both sides error.

It really depends how bad someone wants it, for value. If it was in my inventory, I would probably price it at $75 (and sell it for $50 or so).
