Probably Fe/Ni and that is probably rust (iron oxide) leaching out (i.e., reverse side) not copper as from a silver-plated copper host Sheffield (GNL Class 1).

Ah, that makes sense... The area on the reverse you were referring to almost looked like it had been a silverplate brass, but the rust explanation makes much more sense...
