I think I already know the answer, but if I submit a 1970s small date to PCGS do I have to pay the $18 variety attribution fee?

Lincoln Cents are not on their list of "recognized Varieties" (for which they charge an extra fee), unless they fall into the Cherrypicker's Guide.

Two questions associated with your question: 1. Are you a PCGS member? Seems it costs something like $90 a year to be allowed to submit to them. 2. Can you submit just one coin? They may require a minimum of 5 coins in the Economy category. I ask because I don't use PCGS. As an ANA member I am automatically also a member of NGC, so I use them.

Not sure about the op's question though as I don't use PCGS for varieties, not even vams

Cascade is an ANACS banner waver for varieties. He might be able to help with their requirements.
With NGC it's nuts to submit one coin. $20 Economy $21 for any number of coins up to 15, $8 form fee = $49 for one coin. Plus you must submit a minimum of 5 coins on an economy submission form.

I don't know if I'm right or wrong, but with major varieties, I have never paid the variety fees... I think they only charge the fee when you have to do major research like a DDO / DDR or a RPM... I never paid for a variety for something like a clear or filled "S", or something like a 1972 Type 2 Ike... someone tell me if I am wrong...

With anacs, any variety in the CPG is no charge however if not in the CPG it's a $7 or $8 charge if you tell them which it is and they will varify... But, what's really cool about anacs, is for only an additional $6 I think they will do all the research on which it is and if it's new (unlisted) they will have it listed and label it as a discovery piece. Plus there is no membership fee with anacs. Just print and fill out the form and send em off. However for just 1 or 2 coins the cost with any TPG is not worth it unless we're talking a coin with a mid 3-figure or higher value

I believe it is also stated on their website but you do not have to pay for major variety attributions such as the LWC VDB or the 1886 Indian Head cent types 1 and 2. I'm not sure whether your small date counts as a major variety but if it is then you don't have to pay the fee.

I don't think there is a charge for certain Varieties. Before I submitted a 1922 No D Lincoln Cent, I called them and asked them about it, and they said there wasn't a charge, and referred me to a page on their site where there is a list of their "no charge" list of Varieties. As it turns out mine was considered a Minor Variety by them. I don't remember where their list is, but a phone call to them might point you in the right direction.

Heck, it's nuts to submit one coin to ANY service, but by the time I was done talking to them about what I was submitted, that was all that was left.
However, it's a nice feeling when somebody as knowledgeable as John Roberts hands your coin off to the other ANACS rep (Christian) with the comment "hey, look at this - you don't often seen them (a partially split planchet) like this".
