1993 Dime No Ridges On Edge And Deep Lip

I got this 1993 dime today from my girlfriend. It has deep edge and the outside of the edge is flat (no ridges) and copper colored. I am curious if anyone knows what this is. I though at right someone tried to make jewelry out of it but it's a newish dime in not so great condition. Also, the edge does not seem like a separate piece but part of the coin. Any ideas?

Yes, it's been damaged from being in a dryer.

Some may wonder, I don't get that from coins that are left in my home dryer? But consider the commercial drum on the laundry mat dryers is several times taller than you home unit. The rotating and falling a longer distance and being used a large portion of the time, it shows up on coin that are damaged that way.
