The way these and the 1927 25 cents were struck this is an easy extremely fine in today's world. We bought one WORSE in a PCGS 45 holder. At least this piece has some lustre and a very nice reverse. Comes back to you can not grade all coins in a series the same way. Striking issues on 1921 and 1927 25 cents were the rule not the exception. Same thing with a 1936 DOT 25 cents. You grade those by the reverse.

Here is an EF40 in a PCGS holder. I think my Obverse is nicer.

The one in the PCGS is not an XF40, should be a VF30. Same with yours in my opinion

Yours is a nice EF40.
PCGS always overgrades these in circulated grades.
"Dipping" is not considered cleaning...
