The reverse die that struck you coin looks like it has been through a lot of clashes and polishings. Note the 'STATES' the bottoms of the devices are wider than the tops of the devices. A sign to me that the die has been polished a lot towards the edge. Another coin with a similar issue: The die scratches on both sides are strong and it appear the dies need another polishing to remove the left overs of another die polishing. (happened a lot on the 1983-4 years) But no premium for these events. Just nice to know what happened.
