The area where LIBERTY should be looks like it might be struck through... anyone seen this before? Any help is appreciated.

that sadly is an extremely harsh bag mark from the edge of another coin..what a shame on such a nice coin. although minor ones are accepted and a part of normal circulated coins, this one is so harsh that IMO it would warrant a details grade and a large value reduction..sorry friend:(

Is the rippled area raised above the details of the shield or pressed into the surface of the coin?

Appears to be raised in places dipping down under the next raised area. Here is another photo that may be easier to see the affected area.

Post mint damage unfortunately. Easy to tell from the raised areas, a strike through would only have a depressed area.
