I see a line below the monument that I don't see on other cents. Could it be doubling?

It maybe some machine damage in that area. On hub doubling that area will be rounded and enlarged:
1977-US-Cent-Doubling-Under-Monument
Note the base line on the last image of this collage. That is showing what you would expect on hub doubling on the base line.
