Does it look like you can peel it off? If so it might be a lamination. But if it is part of the coin, then it might be a rim Cud.

It is clearly part of the coin - no possibility to peel it off...

What is confusing me is the trench around that side of the coin and showing on both sides of the " Cud" from a slight MAD (I assume).

I don't know how to link to a previous thread but look for "1999P Roosevelt dime - Is this Finning? " in this US error category and the last post I have on that thread should explain what you see here.

Yes, this is a rim Cud and the previous thread should answer your question about the ring on each side of it.
