It is the dreaded machine damage during the strike. How to tell? Note the color on the outside edge of the column? see how it is all the same color. That tell us that it is flat. All devices on a coin are contoured. This is flat, from damage. Also note this is on the outside edge of building (same also can happen on the bust) machine damage affects the outside edge of devices/bust/buildings. Many times just a little below the top of the device. So when you look at the device, you can see the overall size of the device and how much was altered. Note image below of a 3-D image: Note how the flattening took place partially down the normal sized device? (note arrows) It is often called Machine Doubling, but I don't see anything doubled, just damaged. So I call it what it really is: 'machine damage.'
