Not sure, but the little red gloves on "Theodore" are equally terrifying as his horrific head.
(if I had to guess, it's probably one of the NPS coins. Same for the guy on the right.)

As a Washington Nationals baseball fan ... I have some insight into this. The person dressed as Roosevelt is actually one of the 5 or 6 (depending on the season) Racing Presidents that the Nationals have used for years as a publicity activity when the home played game reaches the bottom of the 4th inning. They emerge from the centerfield fence and race along the warning track to a finish line in front of the home team dugout ... usually with some level of shenanigans going on amongst them. Believe it or not ... they have become hugely popular in the DC area and often make appearances beyond the ball field ... as shown in the photo here. Kinda makes sense that Roosevelt with his involvement in establishing the NPS would be used to help promote the coins roll-out ... at least ... it kinda makes sense if your from the DC area.  David

The racing presidents are the best, although tradition has it that either Washington or the Lincoln character always "won" the race. It got to be such a joke that TR usually came in last, that the Nationals ran a promotion on TR finally winning a race one year. Hilarious, not terrifying unless you meant the three pasty, over fed D.C. bureaucrats.
