I didn't see any hairlines/artificial toning, and IMO the coin looks closer to the VF30 and VF35 coins on Photograde than it does to this certified NGC coin in the link I've provided (which is a low VF in terms of details). Cleaned or not, I enjoy the eye appeal of this coin.

I don't see any indications of it being cleaned, so I would say VF-35. It's a nice looking coin, great pickup!

could be the lighting but it looks too reddish in color not to have been messed with IMO

VF-35, but I agree it was possibly cleaned based on link pics.
