It's probably just die wear. It would be more helpful if we could see pictures of more of the coin. It could also be Machine Doubling.

If you edit your title to include that it is a cent, member Coppercoins will come along quickly and give you his opinion. He is highly regarded, and will be able to give you the best info.

I see a normal coin. I have no idea what you're seeing.

This could just be a reflection of the outline of the statue. I've been fooled by reflections that appear to be doubling. Try shooting from several lighting angles and see what comes up.
