Because if the owner of the coin does not ask for it to be included on the coin flap ICCS will not added it. Also to have it marked down on the yellow holder ICCS charges extra for that.

Looking at the pictures, and I have to say they are very clear pictures, the coin appears to be Full Vine. I would guess the seller knows what he has and very likely indicated that to ICCS. So, either ICCS does not see it to be Full Vine or....actually I don't think there is OR. Clearly a full vine example here. Oh and the price the seller is asking is very reasonable.

I'm quite confident this is a full vine & full stem. Using Rob Turners numbers it's OA2 with RA3. Here's my example which was attributed by Rob. Mine's not as nice as the one being offered but they look the same. Cheers, Bill

There were three different die produced with full vine and stem before pieces started to break off the hub. My understanding is that this one is the more common of the three. I'm not sure if there's any difference in the price for each.
Cheers, Bill

This is indeed the commonest full vine die, by far. In my opinion this piece is definitely overpriced at $500, hence the several offers. The full vine dies are priced in Charlton as a group, just as most of the 1859/8 dies are. One assumes there are so few collectors of the separate dies in each group that pricing them individually in a general catalog doesn't make sense.

ICCS usually will only cert things in the FRONT of Charlton .. they don't deal with varieties from the back. That's a full vine
