Hi,
I'm trying to figure out what this 1964 washington might be.
Is it, a 1964, Type 'C' Reverse?
Coin has extremely great eye appeal (in my opinion). It looks so distinctly different then the rest of the quarters in my collection.

I figured it had to be some kind of variety but have not yet found answers.

please let me know what you think.

Looks like a nice '64 D but not a C reverse. Hard to see from here, but doesn't look to have the split tail feathers, and the leaves are not pointed enough. A close up of the lower part of the reverse will confirm or deny this.

Is that dark spot in the hair on the coin or on the plastic?

C Reverse is fairly easy to diagnose. You can easily do it yourself. Look at the split tail feathers.
