Looks like something adhered to it,polymer?Acetone does not remove everything.I don't see this as a struck through.

Your coin suffers from corrosion, not struck through wire.

Note how it is raised from the surface? If it were a struck through something, it would incuse and not raised.

How would you know if it's a struck through or a scratch?

A die scratch would be raised on the struck coin while a struck through debris would be incuse.

I am guessing that if a coin were stuck through and the object remained on the coin, the area would be raised.

No it would force the object into the surface of the coin.
