This is either MD our Die Deterioration. Not a doubled die. The doubling looks shelf-like in appearance.

Does the lines flow over the edge of the coin over the rim on both ends? (the images don't show this) I'm wondering if this is a piece of foil struck onto the coin or planchet damage before the strike? The area next to WE looks like it is folding over in that area next to the rim?

Coop, I will check.I hadn't thought about it possibly being foil struck onto it.I will post if it does go or stop at the rim.
