Sorta confused on this one. I want to think it is a 1956 D/D to the west, but am unsure. You can see what appears to be a major split serif at the bottom of the D. Help is appreciated.

Most often when you see the split on the serif, they are tilted or rotated. But when they are exactly the same, they are usually west. ('usually'- because there are exceptions to every rule)
