21.2mm in diameter, 1.7mm thick, marked the same on both sides. My first thought was maybe a tool or guage, but I'm seeing similar items identified as "security" telephone tokens. I'll admit it's not at all obvious to me what function the elaborate cutout performs.

Yes, a telephone token. Websites explain the cutout pattern. There was a logical reason but I have forgotten!
Rest in Peace

I found one like yours -- can't post the link for some reason but I suppose that's for the best.

Anyway, I suppose the "security" part has more to do with the phone company that required that token.

Short version is only the tokens sold by the location the phone was in would work in it. At one time back in the day there were used to prevent the use of slugs and or slot machine tokens in them. They were either the Goetz or Y.S.& S. Co on them. They were used mostly in the Chicago area your type was used 1912 to 1914. all types were used from 1012 to 1944. The grooved type was next and finally the center hole type with scalloped edge. The brass .05 ones are the most common $1.00 to $3.00, any other material zinc, white metal etc. $2.00 to $6.00 Most are brass.
The numbers can either denote the phone or the store.
Goetz was the founder and owner of the company that produced them

Here's a pair I recently came across having a simple cutout but with both names on them. Y.S. & S. apparently is an abbreviation of Yale Slot & Slug, which was run by Oscar Goetz.

The Token & Medal Society's Journal Index at http://www.tokenandmedal.org/JournalIndex.htm lists an article titled Goetz Yale Slot & Slug Co. Telephone Tokens but the link there to it doesn't seem to be working.

However, I did find another article on this topic which was published in the August 1980 issue of Coin Slot Magazine. This can be viewed at https://coinslot.arcade-museum.com/...066-P020.pdf

Also, if you're technically inclined, a 1935 patent application at http://www.freepatentsonline.com/2008415.html may be of interest.
