Die Deterioration Doubling on the mintmark. Morgansrmine is correct about the time period, 1990 - but they were not engraved into the die, they were included as a part of the master design and hubbed into the dies.
Engraving uses a steel tool and cuts the design into metal...hubbing presses the design into metal. Engraving hasn't been a part of die making since the early 19th century.
