brefos77, no RPMs after 88, 89, 90 somewhere around there. Mintmarks were engraved into the die. Bad case of die deterioation. 2nd picture not clear enough to make out what your seeing. Not sure what you consider an eyebag.

Machine Doubling on the eye, Die Deterioration Doubling on the mintmark. Morgansrmine is correct about the time period, 1990 - but they were not engraved into the die, they were included as a part of the master design and hubbed into the dies.

Engraving uses a steel tool and cuts the design into metal...hubbing presses the design into metal. Engraving hasn't been a part of die making since the early 19th century.
